Every time I read that list of requirements, I can't help but think about how they apply to almost every new user on SteamGifts. "Unlucky" would be someone with at least 3 months' time on SG, 1000 entries, and still no wins. (Yes, it's easy to enter 1000 giveaways in three months. I did it without even breaking a sweat.)

Fable: TLC -- 5 qualify, 5 don't. (not gonna bother counting comments)
Fez (2 copies): 5 qualify, 4 don't.
Bastion: 6 qualify, 2 don't.
Arena Wars 2: 4 qualify, 8 don't.
Zeno Clash (WAS 2 copies): 1 qualifies, 1 doesn't. (I won!)
Zeno Clash 2: 2 qualify, 4 don't (I won!)
Natural Selection 2: 2 qualify, 2 don't (I won! :P)
Batman: Arkham City GOTY: 3 qualify, 5 don't.
He had Bioshock Infinite up there, with 16 entries, but edited the forum post so the link is gone.
I had a conversation with him about it, I think there was 10 not qualified, and 6 that were.
Since we do a bit of digging around to make sure the entrants meet the requirements and also don't already own the game, I believe we found about 8 users that didn't redeem games on their accounts. :P

Those stats are on par with my own restricted giveaways. I had a couple of them for "unlucky" people, and the majority of entrants were not qualified. One of them had to be re-rolled multiple times and I was beginning to wonder if I'd get a qualified winner. P
