So someone just entered one of my giveaways and told me "screw you" in the comments. Unsurprisingly, his Steam profile is set to Private. My decision was to blacklist him and take the Not Received if he wins. What would you do in such a case?

Would you ever take the Not Received instead of delivering a game to winner?

I always have and always will deliver the game to the winner, regardless of anything he/she does or say
There can be situations where I'll take the Not Received, but it never happaned to me so far
I already refused to deliver a game to a winner in at least one instance

Good point. It never occurred to me that I can ask for a reroll if the user is behaving this way...

I doubt you'll get a reroll though. However getting one not received is not a big deal, anyway.

He said it at random or for a reason?

He said it in response for my description of the giveaway, where I requested to use double quotes if the comment might be mistaken for an auto-added one.

I would take the not-received after trying to get a reroll. you should take a screenshot just incase he wins and deletes/edits his post
Hah, I already had it in my BL for another reason

In your case I would react exactly the same way if he wins. It's your key/gift bought by your money after all.

I would be curious about what he is hiding behind that private profile, and let support take a look in case he wins

Well that's just dumb on his behalf, why did he say that?

Support can check his profile if he'd win (After your reroll request) and if he broke the rules there is a chance that you will get a reroll.

And i could go with getting "undelivered" status, someone can have bad day or something but it's no reason to ack like and ass to person who makes GAs.

Welp I did marked "not sent" once since support didn't take my reroll request.

I've blacklisted winners before, but haven't quite had anyone bad enough yet to take the Not Received option. I'm keeping all doors open, though...

I usually give away crap games, so I don't really care who wins. I'd probably just give them the game (Assuming I knew they activated their games, which hard to prove for private profiles) and then blacklist them. If it was a good game, I'd just take the not received.

If he wins, instead of sending the key, send "Screw you back".

"maybe" your special "screw you" member has a reason to set his profile on private...."maybe" he tries to hide some facts there, that would lead to blacklisting from many other members.....
maybe i saw once his profile and decided, someone that does not activate multiple of his wins should not win anything...maybe

People can be so rude. Don't know how I would react in the same situation. I would probably still send the key, but that's hard to say since I haven't experienced any unpleasant behaviour in any of my giveaways so far. If the winner was excessively rude... you never know.

From the guidelines :

If you have an issue with another user, submit a ticket with a user report, rather than calling them out within the community or on the forum.

I understand you want to discuss this in general, but pointing to someone in this manner, that can be found in 2 clicks, is not really something you should bring to the forum. Please contact support if you have an issue and don't repeat this.
