How do I report this? Im new on steamgift.
The point is that this user has not activated his own key actually, but looking his game list you can clearly understand he recently bought the WB bundle (BTA games activated but never played: Batman AA and AC, Scribblenauts, Guardians of Middle-earth, Lotr).
He also started a giveaway of Batman AO DLC some days ago...

Well, you can't be sure, but for example I bought the bundle BTA, but the Scribblenauts you see in my profile isn't from my bundle. I'm saving that game for a friend, so another person gave me his leftover key. I could have won the game here too and there wouldn't be anything wrong with it. I've given away Rayman Origins here three times before getting it for myself too, and I entered giveaways for it in the meantime.

What if he owned the games from means outside of buying the bundle?

What's the point in gifting rules if a lot of user don't respect them?
I've bought the WB Humble Bundle and started a giveaway for Gotham Impostors DLC, because I don't need it.
Well the giveaway is over and I checked the winner's profile on Steam. Turns out he bought the same bundle I had, since he got in his game list all the BTA games and 0 hours played.
Why should I give it away to him? He already has it, so now he can trade or gift an extracopy.
