One or more of the game you have given is bundled and so it is only give 15% of its price to your contributor value.
Example, you give away a $10 game, it's not bundled yet so it gives you $10 to contributor value and make you level 2 but only exceed $1 from value needed for level 2.. Then its get bundled lets say at Humble bundle, now its only give 15% of $10 to your contributor value $1.5 so your level drop again to level 1. Happen to me also.

so, you loose over time your contributor level?
Or is this some kind of bug and will be fixed?

It's not a bug. And there's nothing built into SG that inherently makes you lose contributor value over time. There are times when you can lose contributor value though.
-Contributor value is based on the current steam price, not the price when you gave away the game. So when a game drops in value on steam, you lose contributor value.
-Games needs to get added to the bundle list manually, and so there can be a delay between a game getting bundled and a game getting on the list.
-Steam API might be reporting the wrong value for a game, which inflates your CV for a while, until it drops down again to the "correct" value.

if you give away a cheap bundle game, and it is not yet added to the bundle list, you can be temporarily a higher level than you should be. so if this game gets added to the bundle list then, your CV is corrected. then it's at the level it should be.

and yes, you will also lose a little CV over time, if games you gave away get cheaper. but that shouldn't affect you too much.

There are 2 different possible causes for level drop / CV loss.
1/ a bundle game is given away BEFORE it is marked as "bundled" in SG. Giver will be credited full CV (because non bundle), then later, when the game gets the bundle flag here, the CV will be recalculated to 15% of steam price. If the game is given away BEFORE IT IS SOLD IN A BUNDLE, then it will always keep its full steam value in regard of SG contribution.
2/ the reference used by SG for calculations is always the Steam store US price. If the price drops in Steam, the value for SG is updated too: 15% of the price if bundle, 100% if non bundle.
To make this more clear with an example: you give away some 60 USD AAA game today, you get 60 CV. 6 months later, the price drops to 40, your CV is recalculated with that value.

Sadly, no. Only if a game's full price drops, but that's it. Meaning the the older the site gets, the larger and larger percentage of the userbase will be on the lower level, with high levels concentrating on the older users or those who can spend a lot of money fast.

see the FAQ:

Giveaways for bundle games created after the bundle date will always receive 15% of their value. For example, if you gift 2 copies of a $20 bundle game, you would receive $6 (3 + 3) in value towards your level. Keep in mind that changes to the list of bundle games will apply retroactively, so if a bundle begins today, attempting to gift the game before it's added to the list will offer no advantage. Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale.

hmm, and how high is highly discounted?
or as a better question what games are best givenaway for contributor level gain, which are not without a sale?
Or is it only possible to gain a good Contributor level gain if you buy unbundled games which have never been on sale (or say, only for 10-20% on sale) and anything else does not work properly?

If a game reaches 95% discount in any major region, it will become bundled.
In practice, once something goes beyond an 85% bundle, there's risk of it getting bundled due to deeper discounts in other regions/currencies.
But you don't need to stick to 10% or 20% sales...75% or 85% is generally fine.
And sometimes bundles are so so cheap that even at 15% CV, it's still a reasonable way to earn CV. This is sometimes abused by people to gain CV by buying 5 or more copies of lots of shovelware at deep discounts. But it's not against the rules.

I'll keep that in mind.

Clarification to what trentjaspar said, it's 95% compared to the US price region. So if something is 85% off in Russia, that means that the game is so cheap there that it would be an effective discount of over 95% in the US.

As far as i know best games to give away are Activision ones. They rarely get deep discount and never go below 75%

Humble Bundle 1-dollar tier games, if you go for pure CV/dollar.
If you mean highest CV/key, then any larger software pack in the 300-500 dollar range on Steam, except the few bundled ones (see bundled list).
