When I clicked Steam-Shortcut

When I clicked Steam-Shortcut usually first pop up with windows compatibility mod,
today I have another steam pop up window beside windows compatibility mod pop up window, I accidentally ignore it, what is that pop up window about?

It's just asking permission to install stuff that the game needs to run. (DirectX etc...)
