If you are talking about https://www.steamgifts.com/giveaway/txj1I/trivia-vault-video-game-trivia-deluxe the winner should post in the giveaway that he/she agrees to a re-roll. It would be better to delete the giveaway (the winner has to agree to that too), because a re-roll might give you a new winner from the same country, so you again could not send the game.

Well, bit uncertain where you're having an issue, but just to recap the basic steps:
Check SteamDB for the price listings for the game and repost the giveaway with the correct regions filtered out.
If you're in the United States, for example, you'll always have to filter out any country using the Euro.
The region-restrictions you select on SG are the regions that are able to access the giveaway, not the ones that are filtered out from accessing it.
If you prefer a simpler solution, you can always just restrict to your own region and ones you're certain off-hand utilize the same or weaker currency than you.
Staff is fairly dead right now. Once the winner has posted their agreement to a deletion, you're in the clear on that giveaway posting.
I'd then move immediately on to posting a new giveaway with the correct restrictions, and bench that old one until staff can get around to deleting it.

I created a giveaway with regional restrictions since I was going to buy the gift from Steam, but when the time arrived to deliver the gift to the winner, Steam told me; ''Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region.'' so, I said to the winner that I couldn't sent him the gift and he told me to open a ticket support and ask for a new winner because, you know, I couldn't sent the gift to this guy! so I created this ticket on 4th of February and I haven't received any response. What can I do?
