Yes, as long as the copy you won from SteamGifts is activated, there is no problem with you buying the same game and giving it away.

Yes, and anyone who would accuse you publicly, would get banned for calling out, while anyone who reported you for it through support, would result in nothing, as the support team will actually check fully.

Regifting is when you win a game and give it away. If you've activated it, then buy a new copy to give away, then it's fine.

Also, I've given a game away, then a couple days later I won another copy before. :o

Obviously is allowed =S, by the rules you have to activate the won gift on your account if you did it no problems, so you can giveaway the same game if you bought it.
