Wait do you mean region restriction or just plain ol` 30 day trading restriction after buying. If you mean the region ones, you can't change the fact that they are locked to a certain region whether you trade it or send it via gift/email. If you mean the 30 day restriction, yes you can safely send them as gifts/via email, you just can't trade then through the trade window.

I think it's not really Valves fault, it's a tax thing. They are just following the laws forced upon them by some countries.
