What would you do if someone won two different giveaways for the same game? Since you obviously can't activate both. Kinda off topic btw.

They might have to ask a mod first, but yeah they can do that. It's an option for situations like that, if the winner says he won the same game in another giveaway, or if the giver sees that the winner already has the game, he can reroll the giveaway.
Also, in private giveaways only (not the public ones) the giver can set restrictions like "you must comment" or "you must not have any other games in this series" or whatever, and if the winner doesn't meet these restrictions, the giver can reroll. But the restrictions have to be stated in the description for the giveaway, you can't have a hidden or secret restriction.

I'm asking what would the guy that won the game have to do if he won two separate giveaways for the same game. Like, is there a way to give it to someone else before claiming it or something?

Just this past weekend when you could play Forge for free, Steam gifts wasn't allowing me to enter because it said it exists in my account. Now it's allowing me to enter giveaways for Shadowgrounds. A game that I have in my library. That I have also played for a little bit. I was wondering if you guys have had similar issues.
