Restricted gift. Or is it?

So I've bought the last Humble Weekly Bundle which features Frozen Synapse Prime. After I activated that game, another copy appeared in my inventory. When I checked it out, it seems to be region locked with a following message:
"This is a restricted gift which can only be redeemed in certain countries."
And no countries mentioned.

Is it region locked or not?

At the price the gift has brazilian real (R$ 45,99) and the rest of my gifts have the euro tag. I'm from Europe btw.

Edit: A friend of mine activated the gift and is playing it right now so it might just be a bug. Go home Steam, you'r drunk!

Same thing happened to me and I'm in Canada. It is probably a bug (I hope).

yes, when you activate the game on your account you get a second copy in your inventory
