You could go to one of their old giveaways and post a comment.
Provided they're not a leecher and have given back in some manner.
And Logging in every half hour + not responding to comments sounds suspiciously like a bot user.
I'd blacklist them, ask Support Staff for a reroll and move on.

They don't have to be using a PC to visit SG. Also, they have 7 days.

It's supposed to say awaiting feedback until the winner activates the game and then marks it as received. Also, just because someone appears to be online it doesn't mean that they have the means to activate the game as they could be on mobile and have to wait until they get on their home PC. The moral is try to be understanding, realize that there may be things that you may have overlooked, and to be more patient. And no, there is no private messaging system unfortunately.

Patience. If you can't wait 7 days for someone to activate a key and confirm it works then stop making GAs here.

The winner has a week to activate the win. You just have to be patient! After a week you can request a new winner.
Throughout the day I will log onto SteamGifts and Steam to reply to comments/messages so I will be online, since it is a mobile device I cannot activate keys.
Finally, I will just say next time if you want to reduce issues I would raise the level requirement. Like I said though it only reduces issues, it doesn't prevent them or reduce the time to activate :)

post in their steam wall. if they don't mark as received after 7 days, send a ticket requesting received feedback. not much else to do.
(as this user seems to log in every half-hour and hasn't responded to my Steam message)
probably using an autojoin bot to leech giveaways, that's how sg rolls for some (if not most).

Not the game key. Don't post the game key on their Steam wall.

There is a seven-day grace period within which you deliver the key and the winner marks it received.

I had a Bastion giveaway that ended a few hours ago, but even though I clicked "send key" not too long after it ended, the "received" part still says "Awaiting Feedback." I just want to make sure everything worked out for the winner, as this is my first giveaway (and there are a surprising number of Level 1 giveaways I'm missing out on!). I know the FAQ says to use e-mail or Steam, but I'd also appreciate an on-site Private Messaging service that notifies users of said messages the same way it does with comments (as this user seems to log in every half-hour and hasn't responded to my Steam message).
