No, they activate in all (or at least most, sometimes there is exceptions) regions, this option is just for people that feel that giveaways regional restrictions is unfair.

So, before we start - I'm not from a region where ROW games sold, so I have none advantages of this suggestion.
Many people last weeks are complaining about CV, and regional giveaways. The deal is - let people from regions with ROW games their own restriction. So, apart from "None" in Region restriction, should be added "ROW only" region restriction. Only people from ROW regions are allowed to enter giveaways with this restriction.
