I can just see this resulting in a negative change to what Australia gets out of Valve... And then Valve takes the same lazy way out that every other publisher does, and also makes the same change to the services it provides in New Zealand, "because it's close to Australia." (see: NZ getting censored Aussie versions of games; games that are banned in Australia becoming unavailable here, even digitally, even if our own censors have no problem with it.)

While I'd like to see something like GOG and Origin have, maybe being able to return the game in a 24-hours after the download window... if it can not run... and get steam wallet funds instead (but not cash! that would be stupid), I find the phrasing the company must observe Australian law when it provides goods or services to Australians a bit silly. Company is not coming to Australia to offer services, Australians are coming to company to use its services. It's like if I went to the USA and bought a laptop there, and then said, hey in my country this would get me free 2 years guarantee, and I want it here also, because you are selling to a citizen of my country...
tl,dr; while I do not like Valve's policy, I think not Australia nor Europe should have any influence on the company based outside their jurisdiction.

Usually it depends on how a site/program exactly works. Australian is a bit harder to see maybe, because the language is English as well. But things like region lock and languages are criteria for judging if a site is targeting a specific country. In my case, Steam has Dutch lnguage, meaning they explicitly target Dutch (or at least Dutch speaking) consumers. Meaning that you can argue that the consumers are not neccesarily 'going to the US' as in your example, but that US company coming to The Netherlands to sell here (why else offer Dutch lnguage).
In the case of English speaking countries that is harder to determine of course, but things like region locks could be taken into consideration.
Also, if you don't follow the laws of a country, even online, you can of course get blocked countrywide. Something similar as has happened before with piratebay for example.
Your comparison about travelling to another country, does not really work on the internet. Also, Europe and Australia (and I bet the US as well), don't really care about what a country does which is based outside their jurisdiction, as long as it does that outside of their jurisdiction. But on the moment that company operates within their jurisdiction, elbeit based outside of it, they might still wan t to influemce it. And I honestly see nothing wrong with that.
To get the most used online comparison probably back, if some country would have child pornography totally legal, don't you think other countries might have a problem with that? Well, in that case it would be ebvious, and they wouldn't even address the source probably, but just straight out block it totally.

Also : "...if a product has a major fault." Valve will argue that it's not up to them. Games are up to the publishers and developers therefore they are not responsible. Also what I said before will probably happen and Valve will laugh because AUS can't touch them.

Steam is a store.. a store is responsible for what they sell imo.. maybe Valve should consider some QA then.
Also they won't block Australia as they will lose more money when they do, steam being a store they want to sell stuff and make more money ...and other countries have equal consumer protection laws.

Even a brick and mortar store selling a physical good will only offer a replacement of a game, even then it might be hit or miss with them telling you to talk to the publisher instead. This is of course only in the US where consumer protection laws are lagged behind places like the UK.

oh idk... have a QA team and ensure all games on steam are NOT broken. Sure there will be people that will abuse it. That is Valve's problem. And yeah consumers are also to blame here, i agree. But that does not mean Valve has 0% responsibility for selling them a broken game. I mean isn't it weird that i need to do research if a game i buy on steam actually works as intended! Or that they lied about includes features listed on the store page. Valve should do that research imo... But Valve does not give a shit about us...
Sure you could argue the dev is responsible, they are too. But Valve agreed to put that devs game on their platform for their customers to buy so ultimately they are responsible

In the end, yes, the customer should be responsible for things like this.
That said, I wouldn't mind Valve adopting a 24 hour refund system (unless a game truly is so short it can be completed in under a day, maybe offer it on games $10 an up only?) but I don't know how likely that is.
In problems such as what you describe, it isn't that the game is broken, it's that YOUR computer can't play it.
As well, despite replying to me, you really failed to address what I was saying, so I'm assuming you didn't actually read the 2 lines there.

errr actually i did... they should have a QA team look at it to ensure it not broken that was the answer and it Valves problem as i said a reply to your first line.. i am assuming you skipped that bit there.

Oh btw that a game is not working as intended ie. a game is so buggy its unplayable or outright missing exe or mistakenly uploading a beta to the servers instead of the 'finished' product ect... yeah totally my computers fault. Lies on the steamstore page..yup TOTALLY MY COMPUTERS fault -.\ HOW!!!

A QA team would have nothing to do with someone finishing a game and then claiming it was "broken", so nice fail at attempting to reverse the correct call of not reading.
And it might be interesting to hear exactly which games out there meet your description. In most of these cases, it's going to be something about YOUR computer that doesn't work with the game, you bought it without doing research, then refuse to take the blame. Much like you refuse to take your blame for not reading.

Eumh it would as steam would not put broken games on steam. So claiming it is broken would be pointless as anything on steam would be up to a certain quality standard... and thus these refund issues would never happen... get it.
I could point out which but you seem to be big on doing your own research so fucking do that...
