I'm looking for a possibility to list badges, for games I own, where I have no cards and no badge level.
For example, the F2P games which have trading card and I haven't spent anything on them (CS:GO, Dota,...).
These games don't show up on my page, https://steamcommunity.com/my/badges

I found this website, but it looks like due to Steam rate limit in fetching inventory, the "# Owned" column is always 0:

I don't mind if the tool requires self-hosting or is available in source code only.

Do you already know what games you'd like to find the badge pages for or are you looking for a tool / method that automatically compiles a list of all games that match that criteria?

From your steam library you can create a dynamic game list that you can sort by "free to play" on store tag and mark "Trading cards" on Features. This will list all F2P games you own and have cards / can earn badge.

I think this list will miss a lot of games.
For example, CS:GO doesn't have "Free to play" tag on its store page.
Also, I think I cannot filter out the games with no card or no badge level.

Is this what you are looking for? If you sort and filter correctly, you'll have a pretty good view of I think you are looking for.

I got the level filter part.
But I need one more step, to get the games with no card.

For an incomplete set, I could have some cards, and the badge level will be 0, and it shows up on https://steamcommunity.com/my/badges.
The case is, if I haven't spent any money (for owned free-games), I will have no card in that set.
These games don't show up on the above-mentioned link, so I need someway to dig them out.

https://steamdb.info/instantsearch/?refinementList%5Btags%5D%5B0%5D=Free%20to%20Play&refinementList%5BappType%5D%5B0%5D=Game&refinementList%5Bcategories%5D%5B0%5D=Steam%20Trading%20Cards (based on "Free to play" tag though, which isn't reliable as you mentioned before). But it's a start, 482 results here.
I tried it on barter as well, filtering for only collection, tags "Free on demand" and "Free to play" and Trading cards, but I only got 9 results, no CSGO, which also seems to be way too few.
