Online Game Code gives you a steam key,thats it.Download gives you a key and an option to download it directly from amazon itself(Nobody cares though,once redeemed,why bother when you have it on steam)

Yes, in this case. It says "Steam account required for game activation and installation". But generally one should be careful when it says "download".

"Online game code" is a code you activate on a client such a steam or origin, make sure to read what client it is. "Download" is downloading the game from amazon. You don't get any key, steam or otherwise.
