if you selected the correct region, the person who won it should be able to activate it. if not, it's his problem (ie: should ask support to change his region / give back the gift he won and allow a reroll).

I see okey, because I made giveaway RU+CIS and guy on steam profile has Barbados... So I'm wondering if he lies in his profile on steam or he is from there and somehow he managed to get into the giveaway, or maybe Barbados is one of those places, which i doubt.

He could have put some random country on his steam profile. Or he could be temporary living there (or viceversa). Or could have moved.
