Noticed this yesterday but thought it was because of some Steam add-on i had on chrome, but today i checked on my phone and it showed the same thing, pretty cool, huh?

I looked at a user's posts and I don't see a trade ban in the forums, so probably no. all you have to do is check someone's profile before you trade with them for the bare information if they have a trade ban anyway.

(also when you use "such people" it sounds like you specifically mean, in this case, people with trade bans, but it sounds like you actually mean you don't allow people to comment at all)

My profile is friends only and I'm not friends with tradebanned users, so that takes care of that. No reason to allow random spam there. But how could you even trade with someone who is tradebanned? :)

I think trade bans can be lifted at some point, so it could just be a preventive measure for you to decide if you ever want to deal with a trade banned user. That smile seems mocking, but I decided to answer you anyway.

Well I was actually thinking of doing trades outside Steam which are still quite possible and more likely to used to scam new users, so the :) was just indicating a joke, not mocking.

I guess the joke would be on the user if they decided to go through with it, but yeah.. people can always trade non-steam items too.

Anyway, I think the user with multiple accounts that spammed my profile had a trade ban on one of their accounts and I looked at it recently and didn't see the trade ban warning anymore on it.
