If it's never settle voucher you can't, or maybe you can. Try to redeem it yourself and see if you are gonna get the codes.

with AMD voucher you will get 3 separate keys for 3 chosen games - so make 3 separate GAs for them and send those codes you redeem ;)

I think that the voucher is a discount, not a full game. If it is a STEAM key for a game, create a giveaway for it.
If it is anything else... just drop it in the forum.

Why not redeem it here? If you post it on the forum, a bot will grab it. After you redeem the code that came with your graphics card, you'll be given Steam keys, and you can do whatever you want with them.
