I'm not sure I understand your question. Are you asking if you can give away your Steam Account which includes those games?
If you are, then the answer is no, you can't.

From Steam's Subscriber Agreement:
"You may not reveal, share or otherwise allow others to use your password or Account. You agree that you are personally responsible for the use of your password and Account and for all of the communication and activity on Steam that results from use of your login name and password. You may not sell or charge others for the right to use your Account, or otherwise transfer your Account."

No. No one else can use your Steam account. All the games on your account are permanently attached to your account.

DO NOT BUY STEAM ACCOUNTS EVER!

First it is against the SSA which means that the account could be suspended.

Secondly the previous owner coud reclaim any games by proving ownership of physical cd keys.

Thirdly the previous owner could reclaim the entire account by claiming ownership.

Fourth there is a 99.9999% chance that there are several VAC bans on the account. Or bans are pending which you willb conveniently inherit.

Thus we conclude that trading for Steam accounts is universally a bad idea with literally no upside.
