Scribblenauts Unlimited - no longer region-restricted?

I can now see it on Steam due to the winter sale, when I previously could not.

Any idea if it's temporary or permanent? Is it safe to buy?

It can be now pre-ordered on Steam for worldwide release in February 2013. So yeah, it's safe to buy now.

it is safe to buy: even when it was restricted people could have friends in NA buy it for them and gift it (and thus were able to play fine)
