Normally I dont enter packs because I own most of the included items. But I entered a pack for Train Simulator 2017 Standard Edition. I owned the base game but no of the DLCs. Value of DLCs is 2.5x of the basegame. I won this giveaway but giver said he dont want give it to because:

  1. I own the base game.
  2. He dont know if I own the DLCs.
  3. I never played the base game.

I sayed him that 2 and 3 are not argue for a reroll and that 1 should not work because of this guideline. He blacklisted me :(
Today he get his reroll because basegame of a pack always is the majority a mod say.
If this is true please update the guidelines and write that basegame is always the majority.
My points are gone and I got a blacklisting. Next times I dont enter packs :)

It's not against the guidelines but the GA creator gets to choose to giveaway the pack to someone who doesn't own any of the items included or not. tbh he should have written that he who owns the base game shouldn't enter in his ga description.

Mod say that you have not to write it in giveaway. Because of this guideline you get a reroll if someone owns the basegame. Because basegame is always the majority of a pack.

You can always ask giveaway creator in comments, before entering the giveaway, if he's against you entering for dlc if you own base game.
It could be tedious to ask this everytime though.

I meant that if person will respond with "okay, i'm fine with you entering the giveaway for DLC" there won't be much reason for him to reroll later if you win.
In the worst case scenario, you can show his comment to mod later, right?
Giveaway creator has a reason to reroll if he's got something personal against you or he doesn't like if people enter only for DLC. If you ask beforehand to enter for DLC's and he approves - you definetely won't be rerolled later. Everyone here are normal people not assholes, right? :D

it's perfectlly fine. the giveaway creator decides what amount of "owns too many games from a package" is.
you could win a $200 pack with 30 items, own one valued at 20 cents, and get rerolled.

since the "high percentage" isn't set, i can say it's 1% of the pack and get a reroll.
and no, i'm not making this up, that's how it works. the ga creator is the one deciding this. ^^

Thats ok for me. But then why not a guideline "packs can always rerolled if the giver this want" + no cv for packs.
