Isn't Dota 2 free on steam already?? I heard it's a free to play, but for some reason steam says it's not free. But I can still download it.

It isn't free yet. What you download from the steam page is the spectator client.

Dota will forever be free, but I think because of the current lawsuit (blizzard vs value for the name "dota") the games released to the general public yet

It's as good as free. It's reached the point where you can pick up a copy of the DOTA 2 beta for little more than a smile and a flash of your undergarments.
