There have been many many topics recently about re-gifting and people have suggested the same thing in them. Some people will win a game, enjoy it, and then give it away shortly after. You should not make it so they can't give away the game.
The other thing is that sometimes people win a game and then decide they actually want to buy the bundle it is in, so they end up giving that copy away.
This also probably would not stop people from re-gifting.
Edit: Also, giveaway creators can help minimize re-gifters by making sure winners of their giveaways active the game. (This is hard in giveaways with many copies but it is a start I think)

what is nonsense here? nonsense is your proposal - to punish legit and fair users who want to fairly gift instead of regifting. And any regifter will still regift - he will just wait 2 weeks to do so.

pretty much all I can think of except who regifts multiple times gets permanent ban or some harsh measures to stop regifting rather than simple 2 week suspension.

You could create a giveaway for this game.
If this feels wrong to you, maybe you could contact the creator, ask them to ask for a reroll on ground that you already own the game, and give them the key you bought for the new winner.

I won that games, activated and played them and later got from bundles. Ban? Yea, 2 weeks. Great idea.

They would just wait 2 weeks and then regift if their intention was to regift. Currently they get a slap on the hand and keep the reward if proven they regifted. Removing the value they gained for regifting (when proven!) is likely the only way to stop it... or at least stop repeat offences.
