Does the game region and DLC region match? I understand that is a problem with some DLCs.

I bought my Fallout in canada. I'm not sure what region the DLC is but heres the description

That (C) makes me think it could be for an alternate regional version, but people more knowledgeable about such will need to help you.

Today I won The couriers stash for FO:NV but when I try to activate it says
"Sorry, an error has occurred:
This item requires you own the base game "Fallout: New Vegas" before it can be added to your library."
Can any of you guys help me?
