a question , if won 3 games ( 2 being a dev give away) and if entered over 1500 giveaways, can i still enter ( 1500/3 = 500)??

The rules state that you are required to have zero (0) wins (with a few exceptions) in order to be accepted as a cherry. As for being a popper, the only requirement is that you do not enter cherry drawings.

No as mentioned by Khalaq. Requirements are for wins, not for ratios so single win (within defined types) prevents joining as cherry. Also, being developer/featured giveaway or not has no impact.
There exists a group for statistically unlucky people who are more of what you are looking for.

Applying as a popper, it took me about a year and ~2k entries before winning my first game (Faerie Solitaire with 100% chance to win) because I wasn't lucky enough to have a group like this around at the time. I think that the idea is great and, while I can't give away games as often as I'd like, I wouldn't mind throwing an occasional game to the group to help someone ;)

Aye, they are minimum requirements to be able to apply for cherry position. The very next line after them states "Meeting these values does not guarantee an invite."

There are no strict values after minimums but I would wager that once your estimated wins gets close to one, chances of acceptance are better.
