GTA IV (CAN'T CHANGE GRAPHICS VIDEO SETTINGS PROBLEM)

GTA IV: for the PC on Steam

y the fk can't i change the video/graphic settings?!!???

i tried copying the GTA Launcher and created the desktop shortcut for it and edited the end target name with -no restrictions after the quotes and it still doesn't work?!?!?!?!?

I need help guys or otherwise I might have to deal with sh!tty graphics and I do not want that...
