Trading region-restricted keys

So my friend bought a copy of region restricted game and now he cant activate it, because well we are no where near russia, so is there any other place to trade it except steamtrades, because i dont see many russians looking for keys there.

PS: Would it be my fault if I traded it to someone for a normal price even if he couldnt activate it later. Since I have clearly stated region restricted in the title of the steamtrades post.

You should always state that the game is region restricted, even when talking with someone interested, state it once more
