Question about Ravaged Beta giveaway.

I thought Ravaged Beta is against the rules of steamgifts but yet I see giveaways being made and being successful.

They are still not allowed but many people don't read the rules or think they are allowed if they say in the the description of the giveaway that this are only beta keys.
