Save them until you get 1000, pack them into a sack of gems, and sell 'em off on the market.

Then again I've only ever scrapped an item for gems to get the gem maker badge, so... YMMV ;)

Well, there are tons of 0,03$ which ones no one EVER will buy so...yea i would scrap them and make boosters from the gems, or just sell the sack on the market =)

Depends on the emoticons. Some are really worth something, other you won't be able to sell even for 3 Cents. The latter - yes, they are worth turning to gems.

Depends on the emote, but most of the time the ones that are worth 100 gems already have an increased price.

I'd sell them on the market, but if they're stuck at 0.03 for a month just scrap them.

$0.07 and cheaper emoticons = craft them into gems, even if they give you 1.

you don't want to wait 5 years till some peasants buy them from the market and you get 1-5 cents.

A sack of gems (1000 gems) is worth less than $1.
Which means 10 gems has an equivalent value of less than $0.01.
Compare the amount of gems you would get from disenchanting versus the price you would get on the market.
If it gives 10 gems and you can't sell it for 0.01 (0.03 plus fees) disenchant it.
If it gives 20 gems and you can't sell it for 0.02 (0.04 plus fees) disenchant it.
Etc.

Also remember to take into account if you could get more out of those cards by trading them or converting them on a third party site.

Well some traders trade really cheap games (like cheaper bundle games, or games that have been free in the past) for x amount of cards, usually nice traders will accept a mix of cards in the €0.05-€0.10 value range as being reasonable, or a suitable mix of cheaper and more expensive ones. So depending on how often you trade (really cheap games) you might want to save some cards in your inventory at all times.
And I personally use TremorGames sometimes which accept certain types of cards in exchange for their on-site currency, making it easier for me to obtain cheap games for giveaways or if I spot something I'd like to try without having to spend real money on it. They basically work like a (trusted) warehouse for cheap keys so you have one easy place to look instead of looking for specific traders.

The above comment is pretty informative, I'll just add a note on gems' usage:

  1. you can use them to craft booster packs for games you own (mind that sometimes buying cards separately might be cheaper);
  2. you can pack them into sacks of 1000 to sell on the community market, or to use in trades (traders often accept sacks in place of keys).

Traders would accept it if people would actually use their gems as such. I have managed to sell my stuff for gems three times in total. Even though I would have preferred those above any other payment type.
