Are you sure you can't use it in english? I see so many people finding ways to buy games on russian store to get cheaper games.

In the giveaway page he says that the key is region locked.

I don't think you can give region locked key unless you ask support about it. If someone enters your giveaway and he can't use the key, you'll have to buy him a working version.
