you have to change it in the option menu somewhere.

It's a DLC, don't install it directly, cancel the installation and then look into the owned list of DLCs for that game, it should appear in the list as owned DLC, so if you already have the base game installed, make sure the DLC is checked in the list (to be installed with the game) and either try to verify game files (which could hopefully install the DLC into your current installation) or reinstall the whole game completely.

AFAIK, you just need to put a tick on, and Steam will start download the DLCs.

I don't have a personal experience with installing DLCs after installing base game, so perhaps you're right there, but I thought I would just share what I know so that if anything fails, he could still have some things to try to make it work.

I got the same message without the base game installed but it appeared in my DLC list afterwards and if I browse it on Steam it shows that I own it (it's in my library). So I haven't tested if it'd actually run but I think it still works.

For Rocket League, it would at least provide some achievements. Some of them require DLC specific cars/items.

Sure they do. As long as it is less than 2 weeks since they were purchased. I refunded a DLC on Monday because I bought it (as a gift) during the Steam sale with the anticipation of buying the base game off a January Humble Bundle seller. When I activated Talos, it gave me the DLC (probably due to owning all the SS games) so I refunded the extra copy I bought.

As a gift that purchase clearly hadn't been played. If dlc is bought for an account playtime since dlc purchase has been reported as effecting refunds.
