But you already have Steam for that. Most users don't want to be disturbed.

Yep, but for example: I won a GA and I wanted to contact with the creator, but he ignored and blocked the adding.

At first glance this would mainly pop up to communicate concerning a GA. If you write a comment on a GA the creator gets a notification. The other way round might be harder, but then again if a winner ignores the gifter on steam, too bad for the winner
