Yeah, this is a tendency that I've noticed some time ago as well. It is just a way for them to collect a bit more money from us, since a lot of people don't mind paying a few dollars more.

That's what I heard too, that it is more of an expansion than an actual sequel. I think that's why Infernotoni's calling it a DLC. I guess it's worthiness really depends on how much of a fan of Tropico you are and how much you're willing to play.
