Its significantly cheaper than the PS3 version here, still has features the PS3 version doesn't, and can have something like levels modded in later.

China. There is no special region and local currency like Phillipines, all prices are same basic rate as in America.
(Except for GTA5 which is $20 less, and the only game on Steam I can find that is any different)

It is the only game on Steam that is some form of an exception, however it is still in fact USD and ROW. You just can't buy steamgifts of it anymore. The "Buy as a gift" is faded out, and has a message that gift copies are not available.

We never really got a good look of the game's PC version. A game reviewer, FreeStepDodge, is currently broadcasting a live twitch of the game. If you're planning to pre-purchase, you guys still have less than 15 hours to do so.
Note:
According to steam forum, game is running on highest settings in 4k 1080p downscaled resolution.
