it happens when you dont proceed with one of your giveaways. You start with three and when you dont continue with a giveaway, you lose one slot untill you reach zero. When you make a real giveaway the slot goes up one :)

I'm pretty sure the joke is that he's now out of slots considering he's giving away ~70 games. Each GA has 17 copies. As for that other guy, he clearly just didn't read the OP, it's truly a mystery as to why he's blacklisted.
