You must add the game to your account which renders it ungiftable.

So, by way of activating it for yourself- you cannot regift.

Its not allowed. The giveaways you mentioned will get removed if a mod notices them.

If it is brought to the attention of an admin, you will be suspended / banned for doing it. So I'd recommend not regifting ;-)

I don't think there's a policy on that. If there were, it would probably be included in rules or FAQ.

I checked the giveaway I assumed was a regifter. It wasn't. Apparently, the dude won the game and then bought another one to giveaway.

There's nothing wrong in that.
