By culling, do you mean reduction in size? If so, yes. We had a number of inactive members that were removed and are looking to replace those members with active ones.

Phoenix Giveaways is a hybrid between a bundle and a non-bundle group. Our focus is to give away games that are highly desirable by our members and therefore will receive many entries. The more desirable a giveaway and the more entries a giveaway receives, the more points the gifter receives. Most of our members come from HEM's Bundle Giveaways group which we closed at the end of February 2014. If you'd like to up the ante on the chessieness - We died and rose again from the ashes - thus the name - Phoenix Giveaways.

How am I supposed to know whether the game has been given away 6 times or not?

What is considered a non-bundle DLC?
A DLC that hasn't been bundled.
What if a game goes on a -90%+ sale?
It is then considered by us a bundled game and thus worth 1 point. (This only concerns sales on Steam. If the game is on a 90%+ sale somewhere else - it’s not considered bundled till signs of abusement in order to raise CV/ratio).
When in doubt -- don't give away games that were -90% off anywhere, including Steam, to be 100% safe. Use sites like steamprices.com or isthereanydeal.com to check the pricing.
How much points do I lose when I win a giveaway?
You lose the giveaway's worth, thus when a giveaway is worth 3 points - you lose 3 points (bonus for entries is not included).
Are things like Civilization V: Brave New World, Season Passes or XCOM: Enemy Within considered non-bundle DLCs?
No, they are considered expansions and treated as non-bundle games.
