TL;DR: no one's been hacked
Sysadmin here: no need to worry here, no one's been hacked. It's just a technical issue that involves the "caching servers" operated by Steam.
In short, Steam takes partial "snapshots" of webpages commonly loaded by users to increase performance and to reduce stress on their infrastructure. But they somewhat messed up while configuring their servers, which leads to these ackward pages.

I had access to last two digits of someone else's CC. Seems it's not shown in full. Same goes for phone number it seems. But emails, PP emails, username and wallet balance are all there. ;_;
Also, if you open cart on mobile app you can see someone else's cart.

That's also true. But again, there's little worry that this issue causes actual money loss: you can't read the whole CC number, neither can you buy anything on someone else's account.
But we can definitely say it's causing a lot of fear among users :s

The fact that multiple people have reported that they've been logged into someone else's account has me really worried. I had full access to that other persons account, I could have just sent all that persons items to someone else had I wanted to.

i see my inventory, but can't send or redeem stuff.
i also see the account info but nothing else works. each time i click a link, it redirects to another profile or just logs out in russian/portuguese.
hopefully it's just showing random profiles without the ability to do anything. ;_;

Yeah me too, client is saying I'm not logged in. Currency keeps changing (though not the prices) and also the language. I think I've just come across, German, French and Russian

steam community worked ... was listing some trash - while the store,
changed once to: Russian, Finnish, Croatian ... + avatar + even stuff in the "buying basket"

I just experienced a rather worrying anomaly in steam.
I was using my browser and just browsing the store page, when I noticed that my avatar had changed. Worried that I got hacked, I checked my profile, and found out that I was logged in as another user (someone from South Africa who I had never heard of). Went back to the store page and found myself logged out, but the storepage was in Finnish. Tried to switch back to English and then it was suddenly in Russian. I've been logged in on the steam client as well, and nothing changed there. Same avatar, no messages about someone trying to log in on my account or anything like that.
