I'm talking about the f2p game wizard wars, since most f2p don't drop cards unless you buy the DLC

You are right. I forgot it was f2p. I had some other DLC that added cards to account.
This DLC alone will not drop cards.
According to this page https://steamdb.info/app/202090/dlc/ there may be GMG and Games Republic DLC giveaways..
