is that sarcasm? key shops sell games that have been free in the past, they could have them on sale for 50 cents tricking people into buying thinking it's a big sale (well it's not a trick if the free promotion is all gone)

Firstly, if somebody buys 2 keys "just to create giveaways", without checking firstly if the game can be given away, then it's his own fault.
Secondly, I used sarcasm because all of those users claiming that they "bought" those keys in fact got them for free and are now trying to abuse the system.

To clarify: if the free keys have an expiration date the game will be available to make giveaways for after that time passes (only keys like this so far have been from humble) Most games are given out as steam codes which never expire, therefore the game will not be returned to the giveaway list. This is the policy because people will hold onto their free keys for however long it would take, making any embargo period meaningless.
