I'm all for liberal application of the banhammer when it comes to beggars, but is it possible that something got lost in translation there? I feel like that can either be read as "someone give me the game!" or "is it possible to gift the game after buying it from GMG?"

Suggest a better method where legitimate beggers won't slip through the cracks whenever something is ambiguous and I'll adopt it. I'd prefer to suspend and be wrong than not suspend and be right.
