Some do some don't, reason is because spammers use them and the more that get spammed, the more get killed off steam.
So I wouldn't bother.

As I said in the steamgifts group, this might be due to a site that was recently spammed that was steamgifts.co and while not sure, maybe they just lumped in steamgifts.com with it cause they didn't bother to check things out.
Not sure what can be done CG might have to contact steam to get it unblocked.
