lol, it's happening to me too today. I don't know about that restriction before.
So I bought any game on daily deal and trade it on Outpost for keys. Sure this takes much longer time and you maybe lose one or two bucks, but at least Summer Sale is ended for me after I get the game I wanted.

Quick question, is the 7 day wait every time you change your payment method, or every time you use a new payment method? For example, I used Card A to purchase funds in the past, but my most recent purchase was with Card B. If I use Card A again, do I need to wait again even though Steam has already verified that card in the past?

I was in the middle of a trade, seller asked for keys, I added funds to my wallet using Paypal, as I had recently cleared my cookies/etc. and I wanted it to be faster than looking for the credit card number.
Steam tells me I can't use the market until they verify the funds. Screenshot of what it says, in Spanish.
Fuck my life, in the middle of the summer sales.
Is there anything I can do to speed up the process?
Can I add funds again with the verified credit card to "unlock" the market again?
