Then definitely no. This is completely different games and they have in common only genre and setting. This doesn't mean that one of them is bad, both series (at least in case of Witcher and TES, i can't speak about C2077 because it's not released yet) is great, but i'll never put equals sign between them.

The problem with that comparason is that is the elder scrolls are odd games in that their quality runs inverse with their graphics. Therefore skyrim should be compared to the witcher, and Daggerfall compared to the wild hunt.

The Witcher is an adaptation of a series of high fantasy novels of the somewhat naturalistic nature.
The Elder Scrolls is a series of dungeon crawler games set in a D&D rip-off low-fantasy world.
The biggest tie they have is that they are set in a fantasy world, probably.

Fallout is a sociological satire of the 1950s hypocrite US society and politics, with tons of pop-culture humour, built on top of a tactical turn-based post-apocalyptic RPG.
Cyberpunk is… well, a cyberpunk game with the core message of how corporation unchecked can get powerful enough to turn the world into a place of super rich and super poor, mostly criticising current society (starting from the late 80s/early 90s).
The biggest tie is that they are both sci-fi set in the future. (Well, Fallout was sci-fi, but FO3/4 is more like a typical fantasy with magic replaced by technobabble… like in Star Wars.)
