The situation:
A single key activates both the base GOTY edition and the expansion pack.
Winner has base game or GOTY version.
Public giveaway. In the desciption I stated not to enter if you have base game.

Q1. Is asking not to enter if you have base game considered a(n) extraneous/special rule needing Mod approval?

Q2. Can I ask for a reroll as the winner would essentially be winning a game he/she already has?

I hope is doesn't end with the winner having the game and this can be avoided. I just thinks it's a waste of a steam key for someone to win having the base game and basically wasting half of the game key.

You can't put special rules on public giveaways, however in this case, it's a SteamGifts rule to not enter for games you already own. So he can definitely get that rerolled

He has part of it. A reroll can and will be granted if the creator asks for it. Also I thin it's quite dickish to enter for a game only for the GOTY upgrade when the creator explicitally said not to do so.

It is owning the game, just not all the DLC included in the giveaway, and is therefore up to the giveaway creator whether it gets rerolled or not. This has been done many times and has been support-approved.

I don't see how that sucks. The person is basically entering a giveaway for a game they already have. I think that's pretty shitty and not only that, it's against SG rules. Just because some loophole exists somewhere that allows them to enter the giveaway, it doesn't mean they should. For some reason even though I have the Dead Island GOTY, Steam doesn't report it that way and that would allow me to enter all of the recent giveaways for the GOTY version. Should I enter them even though I know I already have the game (and all the DLC)? That would be a scumbag move.

Sometimes the gifter says that they don't mind people entering even if they have DLCs or sometimes even the base game, but that's totally up to the individual gifter and shouldn't be assumed or expected. When it's explicitly spelled out in the description, people should really know better and not enter even if the random loopholes allow them to.

like if I entered a giveaway for(off the top of my head first extra version that doesn't really include anything extra to enter for)bastion soundtrack while having bastion already. site would let you do that but you'd be a dick (extra for doing when the gifter asked not to(but none at all if he says its ok in description obviously))

don't remember reading one way or the other so this might count as custom rule, but imo that one shouldn't since its already just sg rules not to enter for what you already have and its sort of a gray area where he has it. if he can't reroll he should be able to at least.

In my opinion you need at least to not have 2/3 of a giveaway to even consider entering with the creators approval.

But I tend to just stick to the 100%s.

Bobo mentioned this to me in a support ticket the other day. Basically they will reroll in this case but if there are a lot of reroll requests for a giveaway then the mods may stop granting them

This is not a special rule. 'Majority of bundle owned' is a standard reason for a re-roll request. Any time someone does a giveaway for something having multiple parts, it's generally up to their discretion how much, if any, of it the winner may already own. Even clarifying that stipulation in the description is only a courtesy on the part of the submitter and not required, and it applies equally to all giveaways regardless of type, including public ones.
