So as i know, if I want to give DRAGON BALL XENOVERSE 2 (need to add friends + I buy and give), it can only be given to players in these limited areas, and only they can receive it.
And this region problem includes all other games, I can't receive gifts beyond these regions, can't I send them in the same way?

If you want to give games directly through Steam system, purchases made in Taiwan can only be added to library if receivers are in Hong Kong or Taiwan. Always remember the 10% different.

If you want to give games to worldwide users, I suggest you use gg.deals to buy keys.

People are giving worldwide keys here so you can always enter every giveaway that you like.

You and your winners can always receive games from a stronger currency, but if the currency's value is 10% or more, you can't gift to it. In other words, it's fine if it's 10% lower value than the gifter's own currency, it just can't be 10% higher than the gifter's currency. This is to avoid exploitation by purchasing games in poorer countries to resell to richer consumers. There ARE region restrictions and locks on various games that you'll slowly learn about moving forward, but those are unrelated to the 10% rule.

If you don't want to spend too much time figuring out where you can gift to, you can always just set your giveaway to only be available to regions with your own currency (ie, New Taiwan dollar?). It'll block out a lot of entrants from your giveaway, but it'll be a lot easier than figuring out the full scope of which regions need to be blocked off or included.

Edit: Well, based on what tungmapu said, literally all you need to know about gifting is "Taiwan or Hong Kong only", though even there you'd want to confirm the Hong Kong part for each game, as I recall seeing several games that were restricted as Taiwan-only. :/

thx for your detailed explanation, I think it would be easier now that I want to give gifts in the same area.

Currently looking for key shop and global keys, but it seems that there are still many problems in restricted areas (mostly from Japan...so I have to give up games in restricted areas such as Dragon Ball for the time being)
Now considering whether there will be good deals for Wingamestore, Instant Gaming, indiegala, and Fanatical (but the regional restrictions still make me want to explode in place

At the moment it seems the most conservative option for sending a global giveaway is to buy the humble bundle of Cities: Skylines. The main game key seems to have no regional restrictions, and I think there are more information about the humble bundle that can be trusted.

I seriously want to be a long-term SG user (before I run out of money :P

No, he means that Humble Bundle can track the gift links, can ban your account and IP address so you can't buy anymore.
Circumvent that situation by revealing the key, don't use gift links.
