No it's probably not bugged. I think you are just in a beta of a new look for YouTube. They usually do this kind of stuff when they are testing new UI. Anyway... i hope that they don't actually put this as the UI, it's HORRIBLE! -__- YouTube should let us choose from a couple of UI/Themes for the site. They are just making it worse.

EDIT: By the way, in your pic it is displayed in right to left orientation (most western countries use left to right). It may look f*d up for us, but that's just because of your language/region settings.

It's YouTube's doing, and has nothing to do with you or anything about you. I think they're testing new designs or something. I'm in the USA and get this page from time to time, and it goes away sometimes after one or more refreshes. Sometimes a video's comments will look like that as well, and sometimes it will change to something different that displays everyone's avatar beside their comment.

I've seen that before, it's weird because it has functionality the normal page doesn't have.
I guess it's them testing new designs, and i saw some improvements in the last test i witnessed myself(2 Weeks ago i think).
But as they improve something, they always seem to break something else..
