Can somebody please explain when exactly the region lock happens? At the purchase? When requesting keys or gift links? What kind of system is used to decide which region you are from?

I heard it started with the Capcom bundle but I think it's mostly at the discretion of the publisher. Happens when requesting keys so I've been trying to circumvent that by using gift links. No issue so far.

I have heard with the recent bundle the gift links are locked too. What happens if you use VPN when generating?

I'm not sure about what happens if you use VPN or if they'll allow that. I've given away gift links with the recent bundle. Must really be a specific area that is being region locked.

I tried to redeem a Remember Me gift link and the code generated was region-locked. So it's definitely at time-of-purchase.

Yes it happens i solve it with HB support and he say HB have same regions like Steam, so if you buy in RU u get RU/CIS keys etc... depend on source country so yes, your giftlinks are locked too. (keys inside) I need to ask him if its depend on IP or payment method (if its takes info about card / PP) or just IP
Ok from HB support... depend on your current location and billing address to generating locked keys.

All in purchase is locked, source country is RU so all keys inside offer are locked, not depend if you sending gift link or key. (key inside gift link is still locked)

Yes they are and this is from support:
the region restricted keys are generated at purchase based on your current location and billing address.

I'd like to know that, too.
For example, if I unlink Steam profile from the account, use US proxy and use US billing address in PayPal - how else they may check my region?

Based on empirical evidence, we found out that yes, it is locked to the region you use for payment. So bank card address or the country associated with the PayPal account. No idea about bitcoin. This means that not even gift links are ROW.
The regions, as it was stated previously, are the same as Steam regions, so if a game is divided into only a few regions, those one will carry over to the HB keys.

I can confirm what SketCZ says, it happens when you purchase and depends on your current location and billing address. Experienced it last Capcom bundle. Keys generated from my gift links, no matter where the person was who generated them, were German cut copies. I won a gift from that bundle and the key provided redeemed uncut.

If it is locked at all (*), it is locked to the region of purchase. But they replaced a Capcom key for a South Korean winner without any extra hassle, I just had to create a ticket for it (well, and wait for almost 2 weeks).

(*) I think I had another "distant" (South American perhaps?) winner since then, and that HB gift worked immediately.
