Chances are that people who had to be re-rolled won't read this because they don't read forums.
Two types of people. Those who care about community, giveaways and forums and read everything plus respond and those who only enter the site to enter every giveaway possible without even reading any descriptions.

Even giving away just leftover bundle keys might get you farther than that with time, I know... But what I meant - creating GAs and sending out gifts takes effort, takes time. Maybe in the process you would also notice discussion section, and maybe even read something useful there. Maybe then this knowledge should be applied to practice?
Sigh... I have 2 (almost) grown-up kids, I worked in customer service and with customers in general in various settings - I know that people en masse are ignorant at best and plainly dumb hicks at worst.... But somehow I still have faith in humanity. XD

And yes - I check those too, and if I have something already - at least ask creator if it's ok to enter for the rest (if I own less than half) or just block that particular bundle from showing up.

Happened to me yesterday with these very games, albeit not on Steamgifts! Like you, I checked.
Was on Steam DB and saw this, my eyes instantly being drawn to the white section and not even noticing the individual games below being in green indiciating I already had them. I then clicked through to Steam to take a look.

Maybe a language barrier, that would be my first guess. Among other guesses that I could say but choose not to. Sorry for your troubles, your venting is acknowledged as being an issue some of us have to deal with also, even in private groups that required reading to get in and comprehension to stay in. Some still fail to understand, repetitively.

Reading is overrated on net, unfortunately. Any description in a public giveaway, or even its content, is going to be missed by way too many people. Even private (forum) giveaways, alas, are not a complete cure.

Guessing the script used to enter GA's automatically certainly won't care. Just
entering GA's manually is like the reason i don't care much about GA's in the first place
(too much work > one could use to obtain desired games otherwise).

Yep, bots are just that - no care in the world. Though person with half of the brain probably would train their bot to ignore certain traps, I think. But whatever, I'm not here for the holy crusade on bots, though tempting cause it is...
As for searching and entering GA - well, gambling is a big part of the appeal here! Treasure hunt, then waiting game, and then if you win - feel of completeness and satisfaction... And then you go and repeat that process - again and again and again... You can clearly see that I shouldn't be let near any casino or lottery stand like - ever! XD

Ouch, that's pretty sad considering it was level 3+, especially owning both games. If its not stated, I'd only ask if the other portion was much greater than what I already owned, otherwise you really should pass. I suppose those with a large library could forget, but 3 times is a bit much.

Some people use auto-join scripts that will enter giveaways indiscriminately. Others don't care to read the FAQ and just figure that they will trade/re-gift their win if they already have the game.

Could also be they joined, noticed later it's on sale on steam for very cheap, bought it and forgot/missed to remove their entry.

Just sent out last gift from one of my giveaways - Penny Arcade 3&4 bundle. Specifically said that entrants with one or the other game already in the library will be disqualified.
And what do you know? I had to do re-roll 3(!) times for one of the gifts. No one got blacklisted - but I was tempted. Especially by one of those.
People - please, read descriptions!
And why would you enter for a bundle anyway if you have both games already?
