If I remember there is no rule against having a private profile, with the exeption that you have to set it to open at least once a week in order to sync your steamgifts profile with Steam.
So not sure if a ticket to support is warded/needed here.

With a private profile, contacting Support is allowed if thy refuse to show their library, since Support can have a list anyway

Well, if winner has private profile, how will you know if he activated all his wins?
SG doesn't check that automatically, it relies on user reports to check if there's some problem. OP has to either ask winner to make his profile not-private, and if he says "no" (or not accept you), then you ask for giveaway reroll (not make support ticket) with proper category and note, so support will check if everything is all right.

The terminology here is confusing; if the user has the game in their library, they cannot enter for the giveaway if their account is properly synced, and I believe it's okay to ask for a private profile to be set public for verification's sake (and support can help if the user is uncooperative). Meanwhile, if they have a gift copy sitting in their inventory, it doesn't, uh, actually disqualify them from the giveaway, though in this case it sounds like you're concerned with the library and not the inventory.

To clear it up: I meant if has the game already in his library and his profile is private. The inventory is irrelevant here^^

Hello.
A giveaway of mine has ended, but the winner has his inventory currently set as private, so I cannot check his game list via steam (if he has the game already) before accepting him as the winner.
Is there any possibilty to check via steamgifts, if he already owns the game?
If not: Is it OK to ask him to set his profile to public for a minute, so I can check his game list before sending it? How would you handle this?
